Purpose / Description
Strengthens hapū capacity by supporting compliant, mandated Rohenga Tipuna entities to fund administration roles and systems that directly enable reo, tikanga, culturally aligned operations, and succession.

Eligibility & Criteria

• Legal & compliance: must be a registered charitable legal entity with NZBN; valid bank account; employees (if funded) must be on PAYE with tax obligations managed.
• Governance & mandate: provide current trustee list; minutes from a recent governance hui; resolution from marae chairs confirming mandate to fund-hold for marae/hapū members.
• Accountability: two reports per year to Toitū (mid-year and end-of-year).
• Assessment: applications are scored against the Toitū Funding Matrix.

Application Process

1. Provide organisational details: legal name, NZBN/charity number, contacts, and bank verification.
2. Governance & mandate pack: trustee list, recent minutes, mandate resolution.
3. Operations & Matrix case: staff roles and a narrative against each Matrix criterion (impact, integration, integrity, reach, sustainability).
4. Submit & assessment: evaluated against the Funding Matrix and compliance requirements; decisions issued with any conditions/timeframes.
